Linko is a friendly character. He never gives any one any trouble except when he bumbles, stumbles, trips or tumbles.
He tends to day dream and fantasize.
His arch nemesis is Mr. Mean. Mr. Mean is your typical bad guy.
He might have the law on his side, but he uses it to try to make life miserable for characters like Linko.
Linko doesn't really have any magic bags of tricks, or any super powers. He seems to stumble into solutions accidentally rather than by brute force.
Even though he doesn't have any real super powers, there are things he can do by virtue of being a cartoon character.
Things like:
- breathing and talking under water
- bringing his dreams to life
- knowing a lot of short cuts that get him places unusually fast
He wants to be friends with all children and make them smile.

With each adventure Linko will find another problem or set of problems to try to solve and they won't be solved in a way that problems are normally solved.
Being a cartoon has it's advantages.
With humor and good nature, Linko tries to be an example for young kids.
There will always be a Mr. Mean around in life and there can be many of them.
